Abstract

In the article, the contribution of the Minister of Education of the UNR Ivan Ogienko to the process of formation of the national educational system during the forced resettlement of the department headed by him to Vinnytsia is being studied on the basis of archival sources, materials of the periodicals and works of Ukrainian historians. The difficulties and organizational moments associated with the establishment of the work of the Ministry of National Education of the UNR in the new place are clarified. Based on the analysis of the ministerial initiative and a number of bills adopted by the government, as well as ministerial orders and orders, the following main directions of activity and their implications were established: 1) Testing of management ideas and draft decisions with the participation of the public Council of the Minister of Education, the cultural-educational commission of the Labor Congress of Ukraine. 2) Caring for the improvement of the organization of the educational process of all types of educational institutions on the basis of the law on the Ukrainian state language and other normative acts of the UNR; 3) Development of measures for the evolution of a national high school, approval of new conditions for the formation of a contingent of students of Ukrainian state universities, the establishment of a lecture on the Ukrainian language in all, without exception, higher education, assistance in solving other issues); 4) Provision improvement of teaching staff of Ukrainian secondary and primary schools (granting graduates of Lviv, Chernivtsi and Vienna universities equal employment rights along with teachers who have received higher education in Russian universities; involvement of teachers from Galicia, Bukovina and Transcarpathia in the schools of the UNR; support for teacher institutes and teacher seminaries, etc.); 5) Development of a new educational management structure in the UNR; 6) Support for educational institutions, cooperation with local self-government.

As a result of the study, substantiated conclusions were made, insufficiently elaborated directions of the research of the complex scientific problem "Ivan Ogienko - educator, reformer and creator of the national educational branch of the Ukrainian People's Republic" were drawn up.
