STRUCTURE AND AUTHORITIES OF THE CENTRAL GOVERNMENT AUTHORITIES OF THE USSR IN THE PERIOD OF THE APPROVAL OF SOVIET POWER (1919-1929)

Abstract

The article analyzes the peculiarities of the formation of the central authorities of the Soviet Ukraine during the period of the establishment of Soviet power in 1919-1929. Based on the analysis of constitutional acts, the organizational and legal status, functions and powers of the All-Ukrainian Congress of Soviets of Workers', Peasants' and Red Army Deputies, All-Ukrainian Central Executive Committee of Soviets, Presidium of All-Ukrainian Central Executive Committee of Soviets, Council of People's Commissars are analyzed. The work defines the general features of the functioning of the system of central state authorities of the republic. The research focuses on the fact that neither the 1919 Constitution of the Ukrainian SSR nor the 1929 Constitution of the Ukrainian SSR clearly divided the central authorities of state power into branches of government. The All-Ukrainian Congress of Soviets, the All-Ukrainian Central Executive Committee of Soviets, and even the Council of People's Commissars performed legislative functions in Soviet Ukraine during this period. Executive and administrative functions were assigned to the All-Ukrainian Central Executive Committee of Councils and in individual cases even Council of People's Commissars of the Ukrainian Socialist Soviet Republic. The study indicated that the powers of the central state authorities were regulated not only by the constitutional acts of the USSR, but also by special resolutions of the All-Ukrainian Congress of Soviets and VUCVK.
