Abstract

The article analyses the current legislation that regulates organisation and activity of the agents of the personnel management system in state authorities is examined. The peculiarities of using instruments of the researched system institutions are clarified. Its elements as agents of the personnel management in the sphere of state service are characterized. The article accentuates the role of the President of Ukraine, who exerts considerable influence on personnel provision of state authorities according to the defined constitutional powers. It is established that another important agent in the personnel management system in state authorities is the Verkhovna Rada of Ukraine (Supreme Council of Ukraine), which forms the state policy, including the personnel policy, in compliance with the powers granted to it by the Constitution of Ukraine. It is emphasised that neither the President of Ukraine, nor the Verkhovna Rada of Ukraine is defined by the Law of Ukraine “On State Service” (2015) as elements of the personnel management system in the sphere of civil service. The article uncovers the role and essence of the structural division on the reformation of public administration formed within the Secretariat of Cabinet of Ministers of Ukraine, in particular in terms of reforming civil service. The article presents the modern structure of the National Agency of Ukraine on CivilService on the national and regional levels. The article focuses on the appointment of the Commission on Senior Civil Service and corresponding recruitment commissions, which are not efficient enough in performing the main tasks determined by the legislation. The powers of the state service managers and personnel management services of state authorities are clarified as well as their role in the personnel management system in state authorities in Ukraine.
