Abstract
The article provides a comprehensive study of the theoretical, methodological, and practical foundations of strategic management of digital transformation within the system of public administration. The paper analyzes in detail the essence of strategic management as a specific function of public authority aimed at long-term planning, coordination, and monitoring of digitalization processes. Particular attention is paid to the transformation of intra-organizational structures and the culture of state bodies in the context of the transition to the concept of Digital Governance. Within the scope of the research, the key tools of strategic digitalization management are systematized, highlighting the re-engineering of public services, an architectural approach to building information systems, cloud technologies, automation tools based on artificial intelligence, and predictive analytics of big data. The role of integrated state platforms (using the example of the "Diia" ecosystem and electronic document management systems) as basic managerial tools for optimizing administrative processes and interaction with citizens and business is examined. It is proven that the successful implementation of digital strategies depends not only on technological provision but also on the flexibility of HR management in the public sector, the development of civil servants' digital competencies, and the ability to overcome internal resistance to change. A significant amount of scientific work is dedicated to the identification and classification of key risks arising in the process of digital transformation. The author thoroughly deconstructs cybersecurity threats, institutional barriers, staff shortages, financial instability of projects, as well as the phenomenon of the digital divide at regional and local levels. Based on the analysis of advanced domestic and international experience (specifically EU countries and Estonia), an integrated system for evaluating the efficiency of digital strategy implementation has been developed, which combines direct economic effects (savings of budget funds, staff optimization) and qualitative socio-managerial results (user satisfaction level, government transparency, reduction of corruption risks). Following the results of the study, the author’s roadmap and concrete strategic recommendations for leaders of public authorities are formulated to minimize technological and personnel risks, improve the regulatory and legal framework, and build a sustainable architecture for digital governance. The proposed measures allow ensuring the continuity of state processes and increasing the level of public trust in government institutions.Downloads
