Abstract

The main problems of the functioning and formation of the state authorities of the Ukrainian People's Republic (UNR) during the Directory era, which were created and worked under the conditions of martial law, which was declared in January 1919, were considered. The political elite, which united in a joint struggle against Hetman P. Skoropadskyi, were not ready to form a single vertical of state power and act as a united front against external enemies, which was a tragic factor for Ukrainian state formation. When writing the article, historical, philosophical, general scientific and legal methods were used. The dialectical method was used to understand the processes and complexities of the formation of state authorities during the period of the Directory of the Ukrainian People's Republic from November 1918 to November 1920. With the help of a systematic method, the legislative process of the Ukrainian People's Republic of the Directory era, as well as the conditions in which the formation of state authorities took place, were considered. Analyzed with the help of the historical-legal and historical- comparative method of cause-and-effect relationships of the formation and development of public authorities of the time of the Directory of Ukrainian People's Power. The main problems of the functioning of the authorities of the Ukrainian People's Republic during the time of the Directory were analyzed and highlighted, namely: powers are not demarcated between the executive and supreme authorities; several sources of law operated on the territory of the state and there was no clear system of legislation; constant change of government and the strategy of state development; there was no clear mechanism for uniting the authorities of the two republics of the West Ukrainian People's Republic and the Ukrainian People's Republic into one vertical of power; Otamanshchyna, as a negative factor of Ukrainian state formation, which affected the development of state authorities.
