INTERAGENCY INTERACTION AMONG LAW ENFORCEMENT AGENCIES IN THE FIELD OF STATE SECURITY: CONCEPT AND FEATURES

Abstract

The article examines the essence of interagency interaction among law enforcement agencies in the field of state security as a public administration and organizational-legal phenomenon. It is substantiated that the contemporary nature of threats to state security, including intelligence and subversive activities, sabotage, terrorism, cyber threats, and organized crime, necessitates the coordinated use of the powers, resources, and institutional capabilities of various public authorities. The provisions of Ukrainian legislation, strategic documents, and scholarly approaches to understanding the concepts of interaction, cooperation, and coordination are analyzed. It is established that interagency interaction cannot be reduced solely to information exchange, joint meetings, or the execution of mutual requests, since it covers the entire cycle of developing and implementing joint managerial decisions. The author proposes a definition of interagency interaction among law enforcement agencies in the field of state security as a legally grounded, organizationally and procedurally structured process of coordinated joint activity of institutionally separate entities aimed at the timely detection, prevention, suppression, and neutralization of threats to state security. The principal features of such interaction are identified, including a specific composition of participants, institutional independence and competence autonomy, legal determination, procedural regulation, a common security objective, coordination of decisions and actions, systemic character, information and analytical interdependence, integrated use of resources, orientation toward a synergistic result, accountability, responsibility, and observance of the rule of law. It is concluded that interagency interaction is a necessary condition for the institutional capacity of the law enforcement system and the effectiveness of public administration in the field of state security.
