Personnel support for the activities of the Soviet prosecutor's office in Podillia in 1922-1928

Abstract

The purpose of the article is to reveal the personnel and personal composition of the divisions of the Soviet prosecutor's office of the Podolsk region in 1922 - 1928, based on the analysis of archival and published sources. The research methodology is based on a combination of general scientific (statistical, search, analysis, synthesis, description) and special historical (comparative-historical, problem-chronological, historical-systemic) methods with the principles of historicism, objectivity, scientificity, systematicity and complexity. The scientific novelty of the work lies in the fact that using a significant number of archival documents, the authors revealed the personnel support of the Podolsk prosecutor's office in 1922 - 1928. and established the dominance of such criteria for personnel selection as: ideological and political commitment to the Bolshevik doctrine, belonging to the social class (working class or poor peasantry) over the professional and personal qualities of applicants for the position. Conclusions. The formation of personnel support for the Soviet prosecutor's office in Podillia (1922-1928) was deeply ideological and was carried out in accordance with the policy of the Bolshevik party. When appointing prosecutor's office employees, criteria such as political loyalty, party affiliation, social origin and class orientation of candidates played a priority role. The educational level of prosecutorial employees often gave way to party experience and experience in revolutionary justice bodies. Improving professional training was ensured by creating short-term legal courses. The certification process was formal, the conclusions of the certification commissions were typical and had a generalizing nature. The primary criteria for evaluating district prosecutors were: party affiliation; education and level of knowledge of Soviet legislation. During the period under study, women began to be appointed to prosecutors' offices, taking into account their moral qualities and party affiliation, although their percentage was insignificant. The Ukrainization of prosecutors' offices was carried out slowly and mostly formally, as a result of which the level of proficiency in the Ukrainian language remained low, especially among prosecutorial staff. Their social composition did not correspond to the declared Soviet ideals, since most employees were civil servants, and not from the working class and peasantry. The percentage of Ukrainians in prosecutors' offices was insignificant, and representatives of national minorities prevailed.
