Under the conditions of war, educational and cultural potential preservation plays an important role for the future of our country. Taking into account the current situation, the strategic goals and key tasks remain unchanged, because the post-war development of the educational environment in higher education institutions, caused by the intensification of science-intensive technologies, requires the availability of appropriate personnel support. In this way, a public request was formed to direct the professional training process to productive educational and cognitive activity, specialization and universalization, a balanced ratio of the latest achievements of theory and practice. The study carried out a systematic analysis of literature and regulatory documents, studied the work practice of educational institutions, enterprises, scientific institutions, and industries of the world. Data were collected through individual and group interviews, surveys, and teaching and administrative experiences. The study examines the need for modernization and optimization of higher education institutions of Ukraine based on cooperation between the labor market and professional education. It was established that the transformation of professional education systems, in accordance with modern requests and personal needs of future specialists, is carried out through the synergy of resources of scientific research enterprises and industries together with theoretical training in the professional development of young people. The effectiveness of such an approach is achieved thanks to the creation of an innovative structure of educational programs focused on a specific industry, joint research projects with industry, and a system for improving the qualifications of scientific and pedagogical workers. Educational, scientific and industrial complexes contribute to this. The work proposes organizational and pedagogical conditions for the coordination of the scientific, educational, innovative and technological potential of staff-founders of such complexes. The article outlines a holistic approach to the educational programs implementation in the described conditions. The obtained conclusions contribute to the rethinking of ways to optimize professional education based on the integration of educational programs and professional standards for the formation of students as successful professionals in the future.
