Abstract

The article highlights the methodological principles of the professional training of masters of public
administration at the United States universities. In accordance with the existing paradigms and educational concepts,
the theory of learning are distinguished. It is established that the content of study is focused on professional and
research training, satisfaction of perspective career opportunities and professional growth of civil servants. It is noted
that the effectiveness of the organization of professional training of masters of public administration is promoted by a
number of specific principles. Two stages of organization of studying are described. It is emphasized that in the process
of professional training of masters reproductive, creative, problem-searching and research methods, active and
interactive teaching methods, innovative pedagogical technologies are predominately used. Scientific and educational
tendencies of the vision of the concept of "method of teaching" are distinguished: theoretical and methodological;
psychological and pedagogical and actualization of individual experience.
