STATE OF THE HEALTH PROTECTION SYSTEM OF UKRAINE IN THE FIRST POST-WAR YEARS

Abstract

The article analyzes the state of the health care system of Ukraine in the first postwar years (1944 -
1955). On the basis of statistical data, the main indicators of the revival of medical institutions of Ukraine and the
restoration of the activity of educational and research institutes are analyzed.
In 1947, due to the medical reorganization, which consisted of the merging of the outpatient clinic (hospital)
with the hospitals, despite a number of significant shortcomings, initially admitted in the process of its
implementation, became an important transitional link in the system of measures aimed at the steady improvement of
the quality of medical care of the population . The separate existence of inpatient facilities and outpatient clinics
inhibited the growth of the qualifications of most doctors and hampered the implementation of the specialization of
medical care. Many district hospitals became real centers of specialized medical care after reorganization, which were
not inferior to the volume of assistance and treatment results in front of the largest city hospitals. Along with this, the
district service is strengthening and the level of preventive activity among the population is increasing. As a result of
the health improvement measures, the expansion and improvement of the quality of treatment and preventive care,
the morbidity of the population declined.
One of the most important principles of the public health system is the unity of medical science and practice,
which was realized through the introduction of scientific achievements into practical activities and putting forward the
practice of pressing problems that required scientific development.
