ALGORITHM OR SEQUENCE OF MANAGEMENT ACTIONS OF A PUBLIC MANAGEMENT SPECIALIST: CONCEPTS, PROPERTIES, COMPILATION AND PERFORMANCE

Abstract

The article analyzes the approaches to reforming the principles of public management of information and communication facilities. Transformation is revealed by the expediency of forming the acquisition of competencies in drawing up and executing and using algorithmic prescriptions in making managerial decisions. Legislative initiatives and concepts defining the main direction of the state regarding e-government, organization of electronic document circulation and Internet interaction of experts in public management with public are outlined. Separately, the concepts of "algorithm" and "public management" are investigated, which determine the clear and precise instruction of the performer to perform the sequence of actions, including managerial ones. An awareness of the use of the term "performer" is also covered. It is established that by the term "performer" in the algorithm we mean the performer of any creature (living or inanimate), and in public management only man. Based on the research, the logic of using algorithms as an appropriate resource to ensure the consistency of management actions of a public administration specialist to ensure the best result is established. The connection between the concepts of "public administration" and "algorithmic thinking" of public administration specialists is covered, as part of the information and digital competence of modern executives. The study of scientific and methodological literature has made it possible to find out that the basis of a person's ability to construct algorithms is considered to be algorithmic thinking. It is established that the basis of algorithmic thinking is the ability to design algorithms that can be aimed at solving management problems and the result of which are algorithms as specific products of management activities.
The relationship between programming algorithms in programming and flowcharts in public administration is revealed. The expediency of using such communication in public administration to prevent mistakes of the modern leader is shown.
